In December 2000, the Government of India through the Ministry of Health and Family Welfare entered into a Memorandum of Understanding (MOU) with the International AIDS Vaccine Initiative (IAVI) to develop an AIDS vaccine to prevent HIV infection & AIDS. The tripartite agreement is between the National AIDS Control Organization (NACO), the Indian Council of Medical Research (ICMR) and IAVI.
The roles of the three partners under this MOU are as follows:
NACO, Ministry of Health & Family Welfare
- Facilitate granting of permissions and permits for persons to work on this initiative
- Transfer biological materials and products to and from India
- Assure compatibility of goals amongst its agencies
- Ensuring access to vaccines
ICMR
- Select an appropriate HIV strain
- Provide technical expertise in India
- Receive technology
- Conduct pre-clinical studies
- Provide facilities and conduct clinical trials
- Provide laboratory support
IAVI
- Establish partnerships to design, develop and evaluate candidate AIDS vaccine
- Capacity building, information dissemination, advocacy and training related to preparation for conducting vaccine trials
- Assist in the conduct of Phase I, II and III trials
- Technology transfer, including transfer of manufacturing technology for production by an Indian manufacturer(s)
- Issues related to access and deployment of vaccines
In an effort to expand the scope of the AIDS vaccine programme in India, a
MoU has been signed between the Ministry of Science and Technology,
Government of India and IAVI. Under this MoU, IAVI will collaborate with the
Department of Biotechnology and Council of Scientific and Industrial
Research to capitalise on opportunities of world-class applied research on
AIDS vaccines within the country.
